BACKGROUND
The Pilbara Development Commission, in conjunction with the Gascoyne Development Commission and the WA Department of Industry and Resources (DOIR), successfully applied to the Australian Government’s Connect Australia – Clever Networks in 2007 for funding for a Broadband Project Officer (BPO).
The Project seeked to understand broadband requirements and demand in the Pilbara and Gascoyne regions, focusing on indigenous communities, small businesses, and industries, thus building capacity and providing a framework for broadband growth. Research looked at the delivery of services in communities and the demand for improved broadband bandwidth. Research focused on the delivery and access to online government services - particularly support for delivery of business processes, education, health, police, justice and community development services.
The BPO position, occupied by Stuart Horne was based in the DOIR Head Office in Perth. The BPO made regular visits to the Pilbara & Gascoyne regions to conduct the research .
Study trips to the Pilbara commenced June 9 2008 and encompassed visits to Telfer, Punmu & Kunawarritji, Marble Bar, Nullagine & Yandeyarra. The BPO, accompanied by a PDC representative also visited homesteads along the route. A further study trip included the Newman, Karajini, Paraburdoo & Tom Price areas. A third trip covered the Karratha, Onslow and Pannawonica region. Trips to the Gascoyne included reserach in Shark Bay, Exmouth, the Upper Gascoyne and Carnarvon.
